REQUEST FOR PROPOSALS – Fiscal Year 2022 to Fiscal Year 2024

U.S. Probation and U.S. Pretrial Services for the District of Arizona is soliciting proposals to provide services for federal offenders[1].  The term for this Blanket Purchase Agreement is 12 months (Federal Fiscal Year 2021: October 1, 2021-September 30, 2022).  Additionally, there is an option provision that allows the Government to unilaterally extend the agreement for an additional two years, at two 12-month intervals, at the discretion of the U.S. Probation Office or the U.S. Pretrial Services Office.

Requests for Proposals (RFPs) for all catchment areas will not be mailed but instead posted on the district’s website.  RFPs and updated announcements may be accessed at https://www.azd.uscourts.gov/, http://www.azp.uscourts.gov/, http://www.azpt.uscourts.gov/. Potential vendors may submit proposals for RFP provided the agency has a treatment site and is ready to receive referrals in the catchment area by October 1, 2021.  Read the RFPs carefully and do not rely on knowledge of previous RFPs, as there have been changes from previous years to the statement of work and the local needs.

The RFP contains the full text of all applicable Government regulations, and all offerors are subject to the provisions contained in the RFP.  In responding to the RFP, you should answer fully each item and supply all information requested.  Section “L” of the RFP provides specific instructions for potential vendors in completing their proposals.  The minimum standards for the services listed are contained in the Clauses and Terms of Agreement, and all proposals will be evaluated by the criterion laid out in Section “M” of the RFP.

Proposals will be awarded on the basis of initial offers submitted, and each initial offer should contain your organization’s best terms from a cost and technical standpoint.  There will be no additional opportunity to modify your proposal.  A vendor must be capable of providing all services identified in Section “B” of the RFP, and within the geographic area identified in Section “B”.  The estimated monthly quantity listed in Section “B” is the estimate of services to be provided during the term of this agreement.  It is only an estimate.  Although the Government may choose to enter into a Blanket Purchase Agreement with multiple vendors, the Government reserves the right to award to a single vendor.

For all proposals, an original and one copy must be received no later than 3:00 p.m. on July 30, 2021,, at the address for the U.S. Probation Office or U.S. Pretrial Services Office listed on the AO 367 for the RFP(s) you are submitting.  Each RFP lists a specific address to submit your response.  Any proposal received after this deadline will be considered technically unacceptable.

All copies must be originally signed.  A copy of the Blanket Purchase Agreement, Clauses and Terms of Agreement, and your proposal should be retained for your files, if you should be awarded the agreement.

An Offerors Conference is being held in Phoenix on July 12, 2021, and in Tucson on July 15, 2021.  It is highly recommended interested vendors attend one of the conferences.  A detailed explanation of the RFP will be provided, including changes from previous years.  This is the time to get any questions you may have answered.  Flyers are posted with locations and times at https://www.azd.uscourts.gov/, https://www.azp.uscourts.gov/ and https://www.azpt.uscourts.gov/.  If you plan to attend, RSVP by completing the online fill in form. Due to current pandemic procedures, you should only send staff who prepare the proposal. Sessions will also be made available virtually and links are located on the flyer. As of this writing, masks are required in the courthouse and social distancing practiced as much as possible.

If awarded an agreement, you will be required to attend a training session from 10:00 a.m. – 1:00 p.m. on September 13th in Phoenix or on September 16th in Tucson.
