Fiscal Year 2027 Treatment Services

The United States Probation and Pretrial Services Office for the District of Arizona is soliciting proposals for female residential, and halfway house services for federal defendants and material witnesses using Blanket Purchase Agreements in the catchment area of Pima County, Arizona. Required residential or halfway house services may include providing the following: housing federal, high risk (violent/gang affiliated) defendants and material witnesses, drug and alcohol testing, case management services (employment assistance). Agreements are for the period beginning October 1, 2026, through September 30, 2027, with a provision for the Government to unilaterally extend the agreement in accordance with Section I, Clause 2-90D, Option to Extend the Term, for an additional four years, at four twelve-month intervals. Required services include but are not limited to residential or halfway house. See the list of services and catchment area below.

The Requests for Proposal link is below on this page, under Solicitation, and provides a list of all treatment services for which the District of Arizona is soliciting. Within each service type are the corresponding catchment area(s). Find the type of service and select the solicitation number to download the document in the catchment area of interest.

Interested offerors must respond on time to solicitation deadlines and clearly show: (1) they can provide services within the catchment area with a facility available for use, (2) such services will be provided by professionals meeting the experience and criteria required, and (3) prices of such treatment shall be as low or lower than those charged to the offeror’s most favored customer for comparable quantities under similar terms and conditions.

Vendors are encouraged to attend the Bidder’s Conference (FLYER), as changes may have been made to the Statement of Work. This conference will answer questions and aid in compliance with submission of RFPs. More details will be made available at the posting of RPFs.

All vendor’s awarded agreements are required to attend the Treatment and Billing Training date, in Tucson. Attendees will receive specific information on compliance with the Statement of Work and Billing process and are responsible for dissemination of this information to staff working with federal clients.
